There had to be more to it than just getting it in his mouth though. One for all can only be passed on willingly. It has stated this numerous times. That means on some unconscious level Yoichi was willing to transfer it to him in his moment of death.

I always thought that the pass happened before he died. While they were running in the sewers. Yoichi was alway sick so his germs would be the DNA. (All-Might made passing way more complicated than he needed to. It’s way easier to have DNA be a catalyst than he made it that day.)
