VTOL? NIMBY! Presently no way to make them silent or absolutely safe from falling out of the sky, so basically limited to heliports. Think about how long the process SpaceX has undergone to build the deluge system and repair the launch pad damage would have taken, and how much it would have cost, if NASA were doing it. Ten companies involved, and three years just to grant the contracts, no doubt. To be fair, they were already building this system in April when the fondag was destroyed, but still. Look at this beautiful "bidet."
