This month's article shows how to use some of the new features being added to Ren'Py 6.99.13.1 to solve these problems, by letting you include a screen in your game with text and an image that can be updated by uploading files to a website.

Oh, I have Ren'Py 6.99.13.2919 and you wrote that it was requiring 6.99.13.1, so I figured it was ok. :)

It looks from this like you're not on the nightly builds of Ren'Py. The im.Data image manipulator was recently added to Ren'Py, as was support for downloading via HTTPS. So if you're not on the nightlies, you won't have the ability to do that yet.
