This doesn't speak directly to this game but the 007 Nightfire GBA port was literally my first ever current gen game. I don't remember any digitized voices but apparently it's considered one of the greatest of the system.

Jack Wade (played by Joe Don Baker) replaced Felix Lighter in the Brosnan bonds. I think Felix had been murdered in the 2nd Dalton film. Joe Don Baker first appeared in The Living Daylights as an oafish arms dealer. Pretty fitting that he ended up as Bond's CIA pal. I wonder if that was intentional.
