In NYC and Hoboken, NJ, I literally jay walk in front of cop cars all the time. Nobody cares (as they should).

When I lived and worked in Seattle I had a boss who was given a $60 fine for jay walking downtown Seattle. He was from Scotland and was surprised about getting the ticket. To be honest I was surprised he got a ticket (about 20 years ago). Folks just would cross the street if it appeared safe. Like our parents would tell us look both ways before you cross the street.
