The rules definitely get bent for underage capes in this setting. The concerns about gang/supervillain recruitment are considered serious enough that they are considered on par with cooperating with police investigations or authorizing life-saving treatment. Of course, Cauldron also played a role in establishing this legal precedent for the PRT.

The law had to have undergone significant changes to what I understand of it because as far as I understand guardian ad litem's can't sign contracts against their charges will like that
