I'm not sure if Talon is saying hello because 1. Loroi automatically say "hello" telepathically when they're in proximity and she's just doing that automatically the only way she can 2. She's flexing on her fellow Loroi by demonstrating that she's on a name basis with the foreign diplomat 3. She's just being herself.
