Wait, so we know that Hemwick used to be ruled from Cainhurst Castle and all its effete aristocracy. So maybe, the Grave Women rose up in a workers revolution and slaughtered all the aristocrats. Then the Executioners showed up later and just took all the credit for it. That's why all the ghost ladies weren't beaten to death with wheels but just had their throats cut...with sickles!
