It's most likely from the late 1920s/early 1930s. American Krags were only in 30-40, they weren't ever in 30-03 or 30-06. One of the reasons for switching to the 1903 was because the American Krag actions couldn't handle the increased pressure created from higher velocity cartridges like what would become 30-03 and 30-06. Mauser action was stronger than the Krag, so they made the 1903 action based on a mauser. That being said, most of the issues with the American krag's strength wasn't exactly the Krags fault. The action *can* be made to withstand high pressure ammunition, the American rifles's failures were a combination of stuff. It was mostly due to American production cutting corners in the Krag design, mettalurgy issues that would be fixed until after the 1903 was introduced, and ammunition quality control at Frankford Arsenal being so poor that some cartridges (of the increased pressure test ammo) could vary in around 11k PSI at random. Crap ammo + crap metallurgy + cut corners in manufacturing meant cracked bolt heads and issues with the action's strength.

What year was this catalog published? Is it odd that the Krag's they're selling are in 30/40, not re-chambered for .30-03 or .30-06 - does that mean they're not Army surplus?
