Not sure if you are planning to do a base below the shed. An alternative to pouring concrete would be bags of paver base (leveled) with close set paver stepping stones on top. Usually they come in roughly 18x18” squares. It is essentially a concrete foundation. just easier to install.

First comment, there may be others: When you mention micro welding; I'm guessing you might use helium mixes, which, working in the industry for the time being, are very thin upon the ground. Call around and see, and good luck.

It's wisteria. Do the stump grinding. Wisteria is an aggressively invasive bastard that won't die. The last place I lived (rental house) had wisteria in the back yard. The owners said we could do whatever we needed to do to maintain the landscaping as long as we didn't kill the wisteria, so my wife hacked the wisteria off 1 foot above the main root and we cut out any other rooted sections. We stayed within the owner's rules. The wisteria survived.
