I am based in Ireland but I have experience of doing archival research in the UK. While actual scans of historic document is heavily restricted, most documents can be readily photographed (no flash). This is what I do. I take up to 12,000 photos of documents per trip and then study them at home at my leisure. It should be possible for you to hire a UK based remote research assistant to photograph Mueller's notes and transfer them to you. I understand that the archives in question will have a list of remote research assistants for hire. In some cases the archive, for a fee, will detail a member of staff to photograph the documents you require.
