Ask Jonathan Ferguson (Royal Armories) about their sectioned ammo. Is it real components in sectioned ammo or something else? Don't know if they do any for their displays or not. Also check with the Cody Firearms Museum or with Springfield Armory.

Use a spent primer. You can cut the cup and anvil separately. Refill the halves with a similar looking but inert compound and carefully seat it back in the half pocket. If you're concerned with aesthetics, you can reshape the firing pin dent into a dome shape.

There are a few suggestions on Google regarding deactivating primers. For cutting cases I'd suggest a jewelers saw. You could smooth up the cut surface by wet and dry sandpaper.

Yes but we must deactivate and cut the primer to fit the cut case

You can de-prime cases with live primers by filling them with water, turning a dowel to fit the neck and giving it a whack. Be sure you put the primed case in a holder mounted solidly.

About a decade ago there was an art exposition of photographs of sectioned cartridges called "Ammo" by Sabine Pearlman. The sections themselves were apparently from a private Swiss collection. Includes all sorts of funky ammo types but even the primers are sectioned. Maybe a lead on the technical aspects of doing it safely?

Would a certain friend at a certain British museum have suggestions regarding sectioning a cartridge? While he may not personally know, his institution might have technical contacts who would be willing to discuss techniques involved.

They're not in the business of it, but SendCutSend in Kentucky does a great copy with laser cutting just about everything and they have have water jet capability as well. Their line of business is in cutting, and possibly finishing, just about anything you can send them a CAD file for. Might be worth contacting them.
