As a Yankee the term we use for "little hailstones" is SLEET. I personally feel that sleet is different than freezing rain by the effect on exposed skin. Freezing rain is a cold wet that ices up on contact. Sleet is ice particles that feel like you are being bead blasted by the wind.

I've been running Starlink for the last 12 months and I regularly get 20-35Mbps upload. This should be more than adequate to stream in 1080P if you were looking to live stream. As far a consistent upload speed, I haven't really done that much but have not had any cause for complaint.
