Great explanation yeah. Megumi could've summoned Mahoraga the 10th Shikigami at any time and even started to do so several times in Season 1 as a last ditch effort, but this was the first time it really came out. He trapped the blonde guy in the ritual so that the blonde guy would have to either defeat Mahoraga or die, but Sukuna came and fought it instead.

He can summon any of the Shikigami for the purpose of subjugating them. No need for an order. So he basically used Mahoraga as a suicide trump card when he was on the verge of death (which was foreshadowed multiple times in season 1)
So basically no one using Migumi’s technique has been able to subjugate “defeat” this Shikigame before yet they can summon him but they have to defeat him in order to basically gain control over him in the future
