Personal headcanon: Mewtwo left a paper trail behind in regards to his New Island laboratory (which is how Giovanni finds him later). This included blueprints for his special EVIL Poke Balls. These blueprints were discovered by a disgruntled Team Rocket member, who snatched them for himself and combined this technology with Doctor Nanba's rage research. This Team Rocket member then used this fusion of technology to create a Poke Ball comparable to that of a Luxury Ball, in that whatever it caught became instantly more compliant. But, as a result of Metwo and Nanba's contributions, these new Poke Balls were capable of catching anything, and instantly enraged them indefinitely. I'm of course speaking of The Iron Masked Marauder and his Dark Balls. Hunter: What's that thing? Linkara: Why, it's a plot device I stole from a better movie.
