Like all things, I imagine mind control covers a spectrum from subtle influence to outright slavery. Her aura of fear is an example of the softer influencing side of the scale. Outright enslaving a sapient creature and making it act contrary to its will is a very immoral act up there with murder, but simply influencing others emotions or subtly altering their inclinations with mind magic isn't particularly immoral, it's more on par with employing propaganda.

She has an interesting mindset, with the need for real justification, yet a willingness to do what is ultimately a bad thing. There exists arguments, that might even be quite valid, for unifying them being better in the long run, but she is not convinced they are righteous, and rightfully so. It will be interesting to see where she will fall on the mind control conundrum. I myself would argue enslavement of the mind of one may very well be arguably worse than one death, but of dozens? Hundreds? It would seem like a reasonable perspective that a single mind controlled noble, in exchange for hundreds of lives saved, even if ultimately endangered by her in the first place, when placed in such a comparison, would win out.
