Yup! Chapter 2 will have full encounters with all characters in town (including over a dozen you haven't met yet).

Will there be more than placeholder scenes for the majority of the characters? I've only found a few scenes that aren't just "a sex happens" or something similar.

Yeah, it's a bandwidth issue. When you reach the end of a scene, it reloads the current one if my dinky little server fails to feed you the next scene fast enough. keep an eye out for the updated standalone EXE release in a few days, that'll be taken care of!

I'm stuck in an endless loop where I try to leave Bola's shop and it just loads the encounter again. This is after numerous resets so I am not sure it is a bandwidth thing

So it sounds like what's happening here is a bandwidth issue. You guys are finishing the first scene with frank, and when it tries to load the next scene, it hits the dinky little server's bandwidth cap and fails to load it quick enough, so it just reloads the first scene again. Once I manage to get the standalone executable version out, that won't be a problem since everything will be loaded all at once.

Can confirm, even upon unlocking and doing the right weakness it loops the whole tutorial scene again; I'm going to test if you need to go though every interaction before it'll stop/
