As a foreigner, I could imagine someone buying it secondhand and feeling a bit more free to overhaul it... But brand new and at this price, it's hard to imagine someone purchasing a house that offers so little, unless there's a housing crisis in Japan.

As you said, studio apartments are reasonably common and they exist for people that want something cheap in a popular urban area. No clue why anyone would buy that house though.
