Tesla's enjoying some well-deserved success internationally. If they're distributing their cars in Japan, I guess they've also started setting their "Superchargers" over the country.

I drove a Leaf once, Ash. REALLY amazing torque and acceleration. The owner has a charger at work and home and loves the thing.

For electric cars at the moment it does make sense, since there isn't a whole lot of selection currently from domestic brands. The only other big option other than Tesla is the Nissan Leaf, where there are a lot of in Japan, but doesn't get as good of range and doesn't have all the high-tech gadgets/features.
