Yes, BeyondBlue is excellent and we sure need something like that here. Sadly, I think it will be a long time before mental healthcare catches up with the rest of the world here.

Yes, I can remember this clip you did back in 2014; tough topic. I'm aware the Japanese Government (Health) have shown interest with this organisation that is extensively promoted in Australia for anxiety, depression and suicide prevention support: https://www.beyondblue.org.au/ . In addition, a lot of workplaces and volunteer organisations within Australia, promote Employee Assistant Programs (EAP) that is available to all employees and their families for the required support when required.

It's quite clear that the incumbent/s of this property may have a mental health issue/s which needs to be addressed. The authorities, ie; police are limited in what they can do in this circumstance. It would be interesting to hear your views on what the current situation is like regarding people who have mental health issues and what supportive systems / mechanisms are available for people in need who suffer from mental health issues as part of today's society in Japan.
