Don't know, Brian... I would guess National and Prefectural governments, but don't know.

It's nice that they add woods, if the area's thick enough, I guess it can break waves or slow them down.

Massive project, indeed. Curious who underwrites these - is it the national government or is it up to prefectures, or both? Also curious what that odd round structure @ the 25 sec mark might be - looks like a water tank with windows!
