Usually the softest target, it seems.

Yes, it's kinda weird. The speed limit is so low in Japan, that even law abiding Nihonjins exceed often. My thought was, this allows police (at their discretion) to pick which vehicle, they wish to fine. It's like a smorgasbord .......should I take the "boy racer" or the ojisan. Maybe the 10 seater van, with one person

They speed while staring at their phones IN THE RAIN... scary. Only I scored a ticket because I was at the front. Lucky me! :-D

Really? I thought most people would not, while scrolling on their smartphones with the kids standing at the back! So, was everyone in the line served a ticket thanks to the police radar? That sounds like a revenue opportunity for the authorities. That said, a 40 speed limit on what looks like a straight country road is so slow! On the other hand, a 40 Km/h buffer for speed cameras is unbelieavable. That all looks so paradoxical in principle.
