Yeh I was shocked when I first heard of this rule. My learning lesson cost 5 times the amount. The accident was my fault (minor damage to the other car), I foolishly believed Third Party insurance was included when registering my inexpensive motorcycle. I was WRONG. The insurance company was asking for double what I eventually paid. Im not calling it a scam, but there is some type of super inflated pricing the insurers in Japan use, when performing repairs.
