I think my comment got deleted on the YT comments section, so I wanted to share here: Japan has really strong property laws (I think its in their constitution?) which makes eminent domain policies very weak, and allows these sorts of holdouts. One of my faves is in Tokyo, under the Hakozaki Junction, which has a number of bustling shops right there under the highway!
