Not surprised personally .. i mean Japanese make up the majority of people in Japan & even with their harmony focused culture the majority of crimes would be committed by the native Japanese. Did people happen to forget that Japan has probably one of the 3 most notorious criminal organizations in the world in the Yakuza?. Also from what i have noticed from following Japan expat creators is they are the least likely to commit crimes .. considering the amount of stress they go thru just reapplying for a visa to stay for those who haven't managed to get permanent residence.
