Personally, I recommend learning vocabulary first (you can't have a conversation without words) before you sink money into tutors, plus vocab is free. Duolingo is good for vocab, listen to the music, watch Netflix (or w/e) in the language with English subtitles. Once you have a decent collection of words, working with a tutor for grammar and structure, as well as listening/comprehension comes next. Finally, time. It's going to take time.. so don't get discouraged if you're 6-12 months in and still struggling with understanding or speaking. Consistency is key.
