Yeah, the white helmet, rainsuit and scooter are the standard police style - that is how I recognized him. Easy to copy though, isn't it.

The scooter did not even have any emergency lights and I doubt it has a siren. So how do you stop people if you don't even look like the police? I certainly wouldn't stop.
