Yes! The immigration office in Nagoya is a shit hole too. Always felt like visiting a zoo, going to that place. Depressing.

Yeh, rest stops in Japan are amazingly clean and convenient. The only building I have ever visited in Japan that was seriously unkept was an Immigration Office (Shinagawa), when renewing my residency visa. Depressing to be honest......toilets, hallways etc were very dirty, especially when compared to Japans normal HIGH standard.
