When I was an undergraduate at the University of California, Davis...they would burn the rice fields under the causeway to Sacramento every year...not fun for allergy folk like me. They also did it when I was in graduate school at University of Oregon. Field burning is very stressful for folks like me.

As you've shown us, people will do illegal things in Japan if everyone else is doing them. Bikes on the footpath, phones in cars, etc.
