All you need is a pro-Confederate Governor of Maryland, which would cause a domino effect ending in Washington DC becoming the new Fort Sumter and the President, Cabinet, and high-ranking members of Congress being taken prisoner. You don’t even have to shoot Lincoln, and after his capture the Governor of New York would likely become the Acting President.
