For any area that will receive a decal, I would recommend applying a layer of gloss clear first and let dry. They alleviates any issues of the decal "silvering" under the decal film. matte finishes are microscopically rough surfaces and trap micro air pockets under the film. A gloss surface is smoother and makes it easier to move the decal in place as well and eliminating the silvering.
