2 - Download Steam Friends Patcher (SFP) from Here & follow the instructions of git (Github).
3 - Open SFP_UI.exe, click Patch then restart steam.
4. After patching steam with SFP, unzip "libraryprealpha0.1.zip" into the Steam/steamui directory and replace it.

There is but it isn't directly related to fluent. You can find it on this site https://chat.lasr.skin/ or just searching "Steam Chat Skinning" on google to find their github. This might be the best option currently :D

There is an issue with the PLAY buttons being discolored/wonky looking. Thought I'd let you know. In the meantime, how do I uninstall this update?

In step 3. I unzipped everything in steam/steamui. But nothing happened. And you say "Replace it" replace what. There was nothing to replace
