Ironically - governments are forcing it by inflating their currencies. Spend money to stay in power. Don't have it? Print it. Hard system to give up. Like me stopping my hot fudge sundaes.
Only the People can make BTC the standard of value. The Gov't will NEVER do that! All it would take to bring down the old system and the USD as the standard, is for People to stop 'waiting' for the Gov't to decide ANYTHING, and JUST USE IT!
