Yes similar level to Barry Seal, usually employed through either a shell company or a legitimate business that’s fronting for the Agency. I gather that many of the gun smugglers to Cuba in this time were working under this capacity, in an unofficial employment with the agency, contrarily to official on the books CIA officers such as E Howard Hunt and David Atlee Phillips for example.

The similarities in the story and description of the two sheas suggests they’re the same person - was Holthaus’s telling the correct one or the one that says the arrest was on Martinez?
