Such a good episode. My interpretation of the joke is that literally pretty much everyone in the school has been the bandit at some point because it's just a stupid prank. When Annie talks about the ACB sprinting between the three locations in half her time, the obvious answer is that it's simply three students bored with their friends. When a prank gains traction, it spreads - just look at elementary & middle school hallways between classes.
