Hmm. I see what you are saying but maybe a couple of pages on the ethics of such a thing would not go amiss.

It's not that its changing their memories, its more that it makes them not notice the change. They can see Evan in a dress, but its not something worth thinking about or remembering. Sort of like how no one sees or notices the Heart Guardians when they walk around in their uniforms.

Being magic sensitive allows one to notice the change but in the meantime magic is suppressing/changing their memories. Which I am given to understand is a big no-no in the magic world.

One has to be magic-sensitive to notice; there was one such person in Scott's office. Still, hopeful that there is a such person here, giving some remark, throwing Evan/Evelynn off 😉
