They have spent the last millennium or two in a state of "we compromised to end the last war, things aren't perfect, everyone disagrees on how to fix it, but it works well enough to keep society moving forward." It's hard for them to change their momentum and pivot to deal with an unforeseen problem.

The book is a magic search engine that look up a person's past, present, and future. It is telling Mira what Robin's future will be if nothing is done to stop the Shadow Man's schemes. Currently when the Shadow Man wins, humans become aware of magic but are enslaved and farmed directly for their magical energy. Robin and Armory become freedom fighters who fight the new leadership of Faerie (the Shadow Man) for humanity's freedom. Mira is upset because its a repeat of the battle Mira went through millennia ago where she fought for humanity's freedom (but in her case, that battle ended in a compromise).
