As of this change to reality that Anna's just did, yes, as far as everyone non-magical is concerned, Toby never existed and Tabby has always been Tabby.

I'd assume Tabby has always been a girl? Seems that shadowman continues his thing bit longer, unless Tabby is a fast learner...

"Perfect" seems like a strong word to describe just a friend. Tabby is getting a crash course in Anna's willingness to mess with people's lives using magic if she thinks it will be good for them in the long run. I'm guessing Anna is already ahead of the game when it comes to Robin and the Shadowman.
