You seem to be unaware of this so allow me to shed some light on it. The last 3 slots of the preliminary ballot are always reserved for nominations that get seconded over on Subscribestar. Also, how many seconds and likes a nomination gets has no bearing on whether that nomination makes it onto the ballot or not. Its always been a "first seconded, first added" kind of system for nominations.
