The Italian speaking Republic of Corsica had universal suffrage in 1755 (when its population was of the same order of magnitude of that of new Zealand in the mid-1800s) until France invaded it in 1769 and forcibly annexed it to France. So no, New Zealand was not the first country to institute the universal suffrage.

Interesting about NZ... Having just been on holiday there I assumed it was compulsory turnout like Aus. Good to hear an episode about this part of the world. I had wondered why "the end of the end of history" thesis didn't seem to quite fit here.
