Yeah they're pretty much the same under the cloth, but it's hovering a bit away from them so they look bigger in the base skin

if i remember correctly, there was a post where someone took the models of normal shenhe and the new skin for her, they're the same depth, only nerf was physics on her idle. (i could be wrong and this could be another instance of someone saying hu tao's boobs were larger than ganyu's)

I don't, so once I get to her it'd be the base skin first. I'm just doing Ganyu and Shenhes now cause I think it's better to get them out this patch while they're still discounted. Even if I haven't done one for base Ganyu yet and Shenhes wasn't too long ago.
