Referral System Ideas

I've tried a few of these in the past on previous games and all have had issues / abuse to come along with them. Things like 'get a friend to sign up and you get 10 Gold', etc... but what I end up getting is a bunch of fake accounts so that one real player can get free Gold, etc.
So I'm reaching out to see if any of you have any ideas on how this could be done and reduce abuse/fake accounts?

So my idea is to add an friend system. Be befriended with the person for xx-days. Lets say 30 days and let him completed xx-tasks. Sure there is still a way to abuse this to create many many accounts, but maybe its possible to limit to lets say 3 referals per month.
I like everyone’s ideas in terms or providing some kind of verification to stop rampant abuse. Unique phone numbers, IP addresses (I assume only say two accounts per IP), etc would be good ways to combat abuse. In terms of rewards, maybe just make it a series of perks that while they help, they don’t destroy the game. So say like 1-5 people referred, they get a “Beginner Referrer” perk that gives 1% more XP assuming at least one person they referred is active every day. By active, I mean something they have to physically click in the game. For 5-25 “Amateur Referrer” for 2% more XP assuming at least 5 people are active every day. And so on, and so on. That way everyone gets something, but not to the point where people are going to be active on 26 accounts to get 3% XP gains. I mean they could, but wow, get a life :)
