Yea, I mean, the sticking point is that neither the crown military, nor the new Undercity denizens matter very much to the Count's power base at this stage. His power is essentially defined by his city, his local economy, any wealthy investors/nobles, the support of the guilds and his local city guard. As far as he's concerned, he's just investing in an additional and largely disposable barrier between "stuff that matters" and the threat. If nothing bad happens, he gets a new semi-legal guard force with mages in it, plus another productive district tacked onto the city. If bad stuff happens, it's a relatively acceptable loss compared to a repeat of the last attack.

lol love a shitty govt. it barely makes sense, bc then soldiers and guards have to protect citizens in underground tunnels during future incursions, instead of on the surface where they have the advantage. But then we again get to the “shitty local govt” thing, so it makes sense

It's to ensure that, in the future, nobody can tunnel out underneath the main city unnoticed and pop up in the basements of important, tax paying middle class human citizens. The civilians who would naturally flock to 0-down underground housing near a known threat are poor, non-human and generally undesirable by Beseri standards, which is the point as far as the government is concerned. It's in ch 2
