It’s called a recall because the NHTSA has posted an official recall notification. NHTSA Campaign Number: 23V085000 Manufacturer Tesla, Inc. Components STEERING, ELECTRICAL SYSTEM Potential Number of Units Affected 362,758 It’s because there’s a dedicated process for recalls which involves notification of customers with the reason for the recall and how to remedy the situation. Also includes steps for how check if the issue affects you or how to know if it has already been fixed. It also includes recommendations on what to avoid doing until a fix is in. It also puts all kinds of legal obligations on the OEM. It’s also a recall because it’s a safety issue and owners have to be informed that they may die or face serious injury if they don’t stop using the affected SW even if the remedy is an OTA fix. Because until the fix is in you may still try to use the affected system if no one tells you that it’s defective. It’s also a recall because customers may need other avenues to mitigate/fix the failure if an OTA update fails for some reason (like driving to an actual service center where a technician can update or replace the affected component) It’s not “just a SW update” even if some sites would like you to believe it is
