One potential dumb question. What kind of legal issues should someone look into about owning any kind of machine gun in California? Having spoken once over the phone with the CA DOJ about firearms they seem to defer to dealers to cover what is "legal" in the state on everything.

Up until this episode you could find a VIckers side plate transferable for reasonable (compared to other MG prices) - Close to subgun prices. You cannot just casually decide to take my Maxim to the indoor range on my way to get groceries - the way some of us do with our subguns however. You need a good outdoor range to use.
