Snap-on ferrite chokes or shielded wiring might help. EMI is coming from the PWM signals on those long unshielded runs.

The whine is actually just the sound of the throttle body being upset that it’s not actually attached to the engine. Just put a Bluetooth speaker near it and play engine noises to calm it down.
