However, since the entry point is relatively close, they must accept a certain level of risk and potential casualties. To mitigate this, motorcycle units will provide partial cover and support.

So, based on your description, these are really mounted infantry. Like you said, they're not trying to charge an enemy front line like some Roman Empire cosplayer dummies, they use their mounts(horse or cycle) to get to an advantageous point where they then launch an attack on foot with the bikes essentially serving as mobile light pillboxes. Once more, you've expanded on the NCR's military strength and flexibility that fits perfectly in universe and is such a shame we never got to see it in game.
