The cost of billions comes from actually running the Stargate. Mostly is do to not having a DHD (Dial Home Device), as such they have to use several super computers to mimic its computational functions. But the bulk of the cost is to power the Stargate itself. Remember in Season 2 episode 3 "Prisoners" that they could manually dial a gate address but without a DHD they had to use alien bio tech (cold fusion) to even get the gate to open for a shot period.

Love this episode! They manage to juggle quite a few new plotlines here, between the introduction of Sha're's baby (it is the same actress btw), Sam's dad, and more earth-side intrigue. The death of that reporter is a great shock. Lots of stuff to look forward to being expanded on in the future!
