Hmm, I wonder what the penalty would be if they were discovered. Without backing they will violate the local laws but the Empire hates those laws, and Matt and Liz are on the path.

I think you are forgetting a very glaring setup to this. He just used his talent to activate this death game situation. He is feeling guilty as f*** right now and basically thinks that everything is his fault. Including the situation that "forced" these people to do this evil thing. If he were in his "base" state he would feel like you say. He is identifying with the "bad" guys because he himself is a "bad" guy for letting his greed put everyone in danger. I actually just need Liz to see what is going on and beat the ever living day light out of him till his idiocy resets to "base" state, since he was doing what everyone else was doing and only his overdeveloped sense of morality is making him a blackhole of guilt..

Feels like Matts character is going backwards a bit. When people have certain morals and they enter into a negative confrontation with people without those morals, they just automatically are treated worse than someone who has similar morals. It's just a passive thing people do. Matt, at the Play-Pen, had a girlfriend that he liked and treated well, and then broke up because it was best for both of them. Matt also took Camilla to his room to have sex. When she said she didn't want to, instead of seeming disappointed AT ALL or pushing for it, he just agrees and offers her his room. These are both gentlemenly, but he wasn't raised by a gentlemen. No father figure was mentioned or has even been thought about this entire time. Because of this, we can conclude that they are his own morals and standards, that he came about by some sort of conclusion, so you'd think he'd naturally see people that are the polar opposite in morals, and currently COMMITING to those amoral set of morals, as very bad people. Before going further, I'd remind of the times he fought and killed people with little to no remorse, with a good example being the couple of guys who followed them into the rift. Those guys were weak as fuck and likely not on the path, but instead of disabling them and teleporting back to the city to let officials take care of them, they killed them with no remorse and then continued to become sad when they couldn't find their loot. That's one instance, and it was only greedy and weak people punching above their level. Now he sees people punching well below their tier, selling people into slavery (which seems like something his morals would be VERY against), and are helping the golems out and betraying humans at the same time... on a world with no infrastructure... with no communications (due to the sattelite ordeal), and are facing a world-wide hostile takeover event.. and he's hesitant to kill them? He'd rather try to hold them prisoner.. when all the real fighters are usually out fighting and saving people? Come on. That's so fucking weird. I feel like that's so against his character. I might be wrong, and I might be assuming incorrectly, but idk, I'd have to say it seems like an unnecessary step backwards on his character progression. I enjoyed the chapter nonetheless, I think you're a great writer, but I just felt like I had to at least give my opinion on the matter. Can't wait for next chapter.

Murdering someone yourself is a different level from all of those. Here he hesitated because he thought there could be other recourse but in the end he said he would do it

Sooooo... Here is the thing. At this point is extremely out of Matts character for him to be hesitating and so stubborn about everything this chapter. I would go so far as to say it undoes all character growth since he was tier 3. Rulers of his home planet getting killed is good. Cripling someone who broke his sword is good. Killing bandits on the training world is meh. Financially ruining a guild is hooray. Hearing most of a guild that tried to enslave you has been wiped is even better. But then killing slavers and rapists is suddenly something morally questionable? I get you are trying to have him be a psychopath thats fine. But the character you have made is not a panzy like this.
