This is an interesting question! The "Spooky Suggestions" story also briefly touches on this question, although it doesn't provide an answer. Since the Committee and Vampire Council were originally dedicated to keeping vampires a secret, I imagine they may have even actively pushed to popularize pop culture depictions of vampires, to emphasize the idea that they are "fictional" (but also kinda cool and sexy). Then, when vampires became public, the Committee probably continued those popularizing efforts with an increased emphasis on making vampires seem awesome and well-liked. In that context, maybe it makes sense that they would want to continue pushing Vampire halloween costumes. Vampires are cool! Of course you wanna dress like a vampire. But you do it because they are rad, not to mock them. I am sure some vampires find pop culture depictions of them to be kind of eye rolling and stereotypical, and maybe that will become an increasing problem as time goes on. That said, I am not sure they would view that stereotyping as analagous to racism, since vampires are not a race... they come in all the same races as humans, which means they get to experience the same realities of regular racism that humans do. (And those realities probably have a bigger affect on their day-to-day life in America than anti-vampire sentiments do.)

I feel like maybe the secret council would have tried to steer humanity away from vampire costumes if vampires found them *that* offensive. Instead (if the S&F world is fairly similar to ours here) they're a staple costume in most major Halloween selections in stores.
